The governing body of the Ghana Institute of Management and Public Administration (GIMPA) is to hold a crucial meeting today over the various allegations and the indubitable truth that the institute`s Rector, Dr. Stephen Adei cannot hold himself out as a Professor. The beleaguered Rector is expected to provide answers to his bosses as to how he came by the title `Professor` when the last GIMPA Council and the present one have not appointed him nor ratified any such appointment or award on him.

Last week, the GIMPA Council held another meeting at which crucial issues arising out of the meeting President J. A. Kufuor held with Dr. E. H. Boohene, the GIMPA Council Chairman, Dr. Adei and two other members of the Council were relayed to the larger GIMPA Council. President Kufuor was reportedly not happy with the conduct of Dr. Adei, especially his buccaneering ways and his utter disregard for the authority of the GIMPA Council. President Kufuor reportedly kept a diplomatic silence on the embarrassing matter of Dr. Adei`s fake professorship.

Sources say at last week`s special GIMPA Council meeting, Dr. Adei who had previously shown contempt and disdain for any attempts by the GIMPA Council members to superintend his work, was as meek as anyone can imagine, with his white beard twitching at the various salvoes fired at him by GIMPA Council members over the numerous petitions GIMPA staff members had made to the Council. Dr. Adei, according to our sources apologised for the way he has run GIMPA, especially his naming the GIMPA Police Post building as `Hwiremoase Complex` after his hometown among other sins.

A sub-committee of the GIMPA Council in charge of Finance and Petitions is expected to present a report on the various petitions to the GIMPA Council at today`s meeting. Reeling under the unmitigated and incessant poundings at his `rat hole` at GIMPA where he has `barricaded` himself and dodged all enquiries from this paper and other media, Dr. Adei held a durbar for GIMPA staff last week and among others made propositions of a 10% salary increment.

GIMPA staff told this paper that they have not seen a more sober Dr. Adei since he was appointed in October, 1999. `This man has acted God, fired people on flimsy grounds and threatened almost everyone who dares to stand up to him. God bless GO for telling our story. No matter what anybody says about what GO has done for GIMPA staff, we will be grateful to the paper, because they have freed us from oppression,` some GIMPA staff told this paper.

The saga of Dr. Adei`s fake professorship starts from 2002 when the present GIMPA Council had not been appointed. At the time when he was appointed in October, 1999, the governing body of GIMPA was known as the Court of Governors, with Mr. B. K. Mensah, Secretary to Cabinet during the Busia administration as Chairman.  The present GIMPA Council was inaugurated in September, 2005 and is made up of capable and astute public servants, business persons and industrialists among others.

The Chairman of the Council is Dr. E. H. Boohene, an astute industrialist, businessman, public servant, lecturer and simply a man of many parts who is connected to the foundation of the University of Ghana Business School and GIMPA. Other members are former Korle Bu CEO and NPP presidential aspirant, Prof. Kwabena Frimpong Boateng, Professor Samuel Nunoo Wood, the Chairman of the Public Services Commission, lecturer and academic of no mean repute, Dr. Stephen Adei, whose fake professorship is a matter of exposure by this paper and a Ph.D in Economics, Mr. Cletus Kosiba of the Association of Ghana Industries, Squadron Leader Melody Danquah, the first female combat pilot of the Ghana Airforce, Mr. Joe Issachar, Head of the Civil Service, Dr. Asuako-Ntomo Atakora, representative of the GIMPA faculty, Mr. Alex Banful of the Ghana Social Marketing Foundation, representing GIMPA alumnae, Mr. Frank Ocran, of the Public Services Commission and Mr. Paul Effah, of the National Council for Tertiary Education.

Since GO began the exposes on Dr. Adei, many questions have been directed at the newspaper regarding what the GIMPA Council is doing about the tactics of Dr. Adei at GIMPA. Many agree that it is fraudulent for anyone to hold himself or herself out to be what he or she is not in academia; a situation Dr. Adei finds himself in.
